On June 12, 1990, the Congress of People’s Deputies of the RSFSR adopted the Declaration of State Sovereignty of the RSFSR. For the first time in the history of the country, the president, Boris Yeltsin, in 1992 signed a decree on the creation of a new holiday on June 12 — the Day of the adoption of the Declaration of State Sovereignty of the Russian Federation.
In 1998, the president proposed a more capacious option — Russia Day.
