90s – a period of rapid information development of the library.

In the 1990s, the library made the first steps towards the implementation of information technologies in all spheres of its activity. Priority directions are the automation of library processes, the creation of their own information resources and the formation of a quality-new level of user service.

1993 the library begins in a new quality – Scientific and Medical Library of the Siberian Medical University (NMB SGMU).

In 1990 year the library took part in the all-Union seminar on the automation of the libraries of universities, held on the basis of the TGU library, as well as in the seminar held within the framework of the Council of rectors of universities on the reconstruction of higher education. In 1995 the trade company “Commit” free of charge transferred to the library the first computer and database on the CD-ROM “Medline”. The database “Russian Medicine” – the electronic catalogue of the State Central Scientific Medical Library (CCNMB, Moscow) was also acquired. Due to the large number of readers who want to search in electronic databases, a preliminary registration for this service was used!

In 1997 a local library network was created, which consisted of a server and 4 computers. The library was connected to the Internet using modem communication.

For the purpose of improving the efficiency of the use of information technologies, a Center of scientific and medical information was formed, which included: communication department; information access department; database administration and automation department. In the state of the library for the first time were included programming bets.

Processing staff started work on the formation of Electronic catalogue
(with the use of the “Bibliothèque 4.02”), first of all, the works of scientists of the SMU were included and the list of the collections of the TOM conferences was carried out (at the end of 1997 the catalogue had 4700 records). The service department is conducted by the BD “Reader” (on the end of the year 2339 records were introduced). The first web resource – the BD “Conference” – was created to inform about medical events held in Russia and abroad.

For the first time organized online access to foreign databases “Medlars Center (National Library of Medicine USA)” which reflect medical, medical, biological and pharmacological disciplines (contract with the Russian Medlars Center (GCNMB, Moscow).

In 1998 year created the first website of the library (medlib.tomsk.ru), which in 2000 occupied the 3rd place in the international website competition announced by the RGB, the British Council and the TASS Program.

This year can also be considered the starting point of corporate activity of medical libraries. NMB SGMU initiated and implemented jointly with the 11th libraries of the NII city of Tomsk project «United electronic catalogue «Medical Book».

In 1999 the automated library-information system IRBIS (ABIS IRBIS) was acquired in exchange for the “Bibliothèque 4.02” program, which allowed to automatize the main technological processes of the library: packaging, cataloguing, reader search, book publishing, etc.

The transitional economy and unstable financing in the 1990s were an impulse for the development of the non-budget activity of the library. The library administration has taken an active position in organizing additional paid services for readers and attracting grants.

In 1995 year opened the kiosk “Medical Book” for the sale of medical literature and the implementation of the works of the professors and teachers of the SMU.

From 1996 the year operate three kiosks “Medical Book” and kiosks “Cancellary Products”. The department has a structural unit – the marketing sector.

The non-budget funds enabled the library in the hardest times to independently acquire books in the foundation, provide computer and copying equipment service, pay for staff travels to professional forums and conferences.

There have been quality changes and improvements in the library space.

In 1997 year to optimize the student service process The educational library, located in Biokorpus at the address of ul. The school, 39, was transformed into the Library and Information Center for Student Service (BIC). Now in its composition were: the publication subscription, the publication subscription of literature by cycles, the student reading hall for 100 seats and the humanities reading hall for 60 seats.

In 1997 in the Scientific Library (e.g. Lenin, 107) opened the Journal Hall, where for the first time in free access were presented encyclopedias, guidelines and guidelines, as well as all periodic publications since 1990.
The collection of the library grew to 56 people.

From 1994 the library was headed by Fedorova Love Mikhailovna. All fundamental transformations of the library’s activities began under its guidance. The active position of Love Mikhailovna as director allowed our library to occupy a significant place, both in the library community of Tomsk and the community of medical libraries of Russia. At that time, international creative contacts were established.
